READING LITERACY IS AN IMPORTANT PREREQUISITE FOR FORMING AN INTELLECTUAL PERSONALITY

In this article the pupil analyses the level of development of functional literacy in the secondary education system according the research of PISA and TIMSS in the Republic of Kazakhstan. The concept of functional literacy is revealed and its varieties are considered. She searched the theme deeply and written the varieties of the functional literacy. She describes it as real competent student. She also analyzes the influence of functional reading on reader literacy. According on the world experience, it is clearly stated about the problems of developing functional literacy in the education system of Kazakhstan. The formation of functional literacy is the main condition for improving the quality of teaching the state language in schools where the Kazakh language is studied as a second language. Specific conclusions based on several positions are recommended.
